[HFDlist] Back-up Dispatch phone

All:

We have placed a back-up phone for the WRECC business lines in our radio 
room.  It is currently disconnected and on the window sill next to the 
IMC computer and is clearly marked.  This has been put in place as our 
radio room is now an emergency dispatch position if there is ever an 
issue in the dispatch center.  Please leave the phone in place and 
disconnected as it is, the only time it should be connected is if 
dispatch needs to use it.
