[HFDlist] Station recall procedure change

As of today, 5/15 we will be implementing a new callback procedure for station coverage. Historically, when both ambulances are tied up and out of town, the shift officer will do a recall for EMS coverage either to supplement remaining staff or cover the station when all members are committed. This coverage has been woefully lacking in actually member response which leaves the town uncovered for a period of time.
Therefore, starting today, when we do a recall for coverage, any member of the department, career or call may respond to fire HQ for coverage. In these instances, callback personnel will not be responding to station 2 unless to get their gear on the way to HQ. The goal is to get EMS personnel in the station as always, but the ability to provide a response that can handle the next call is ultimately just as important to our operations. All members are asked to use IAR when responding so the officer will know what coverage they have.
