[HFDlist] WBFD Alarm Card

All:

Please see the attached new alarm card for WBFD.  With these changes, 
they will be utilizing an automatic aid concept where if they have a 
report that sounds like it could result in a structure fire, they will 
be going with a 1st alarm on the response and not on arrival at the 
scene.  We are on the 1st alarm with an Engine and the 4th with the 
Tower, both to the scene.
