All,
Please see the provided protocol updates regarding transporting of
police service animals. We will work on formalizing some training and
acquiring the necessary equipment to make us compliant with the new
Protocol. Be advised, until such a time that training and equipment
has been completed, no transportation of K9's should take place.

Dear EMS Colleagues,
The Massachusetts Department of Public Health’s Office of Emergency
Medical Services (Department) is issuing today the following documents
for implementing Chapter 23 of the Acts of 2022 (better known as
Nero’s Law), as listed below. The Nero’s Law statute required the
Department to develop and issue these attached policies, and for
ambulance treatment and transport of police dogs to take place in
conformance with these policies.
_Implementation Period_: All ambulance services have 6 months to
come into compliance with Nero’s Law and policies (or request and
obtain a waiver), but services that can complete training their
personnel and come into full compliance with the attached policies,
may proceed to provide care and transport in accordance with them as
soon as they are ready. Also during this period, the Department is
circulating today, in a separate email, a proposed Administrative
Requirement (AR) for minimum equipment for BLS care and transport of
police dogs, for a 60-day ambulance service licensee comment period.
Once that comment period is over, and comments are reviewed, the
Department will make any updates as appropriate and send out to this
group a final AR for the minimum equipment list.
_Attached documents_:
* Protocols for EMS Police Dog Care and Transport
* Note that the first page of the protocols set out the
legal/policy parameters of EMS care and transport of police dogs.
* The Department thanks the veterinarians and police K9
experts who contributed to the development of these Protocols.
* New AR 2-270, Minimum Standards for EMS Police Dog Treatment
and Transport
* Statewide Police Dog Point-of-Entry Plan
* Updated AR 2-212, EMT Continuing Education Standards, which
has been revised to include a cap on the number of credits an EMT can
submit each recertification cycle for police dog training courses.
* Updated AR 1-522G, Decontamination and Sterilization Cleaning
Procedures for Ambulance Equipment and Interiors
* OEMS had a very old AR on this topic in general: We have
completely updated it, and also added reference to Nero’s law
_Waiver requirement and process_: Nero’s Law allows for ambulance
services to apply for waivers from having to do police dogs
transports. Ambulance services may submit waiver requests for Nero’s
Law the same way they request all their waivers now: in by writing,
addressed to the OEMS Director. OEMS will review Nero’s Law waiver
requests the same way it reviews all waiver requests - in accordance
with 105 CMR 170.275 - and then issue a written response, either
approving or denying the waiver.
