[HFDlist] Department vehicles for attending outside training

All:

When attending outside training courses, permission to use department  
vehicles should be requested from the Chief.  If taking a vehicle, Car  
3 is to be used if available.  Squad 2 should only be used if there is  
no other option and it is cleared through the Chief or a Senior  
Officer in charge.
